The Department of Basic Education (DBE) is responsible for overseeing South Africa’s national education system from Grade R to Grade 12. Its mandate includes developing education policy, curriculum implementation, educator support, learner performance monitoring, and improving school infrastructure. The DBE works closely with provincial education departments to ensure that every child in South Africa has access to quality basic education, guided by the principles of equity, inclusivity, and excellence.

Requirements

  • Recognised LLB Degree
  • Admission as an Attorney or Advocate
  • Minimum 8 years’ post-qualification experience in legal work (litigation, contracts, opinions)
  • Experience in legal management and public service legislation
  • Knowledge of PFMA, Treasury Regulations, PAJA, PAIA, and POPIA
  • Skills in legal drafting, problem solving, research, analysis, and communication
  • Willingness to work irregular hours

Duties

  • Provide and administer legal advice and opinions for the Department
  • Conduct research on legal matters, policies, and legislation
  • Draft and amend education-related legislation and monitor implementation
  • Offer legal support to provincial departments and assist in litigation
  • Ensure compliance with PAIA, PAJA, and POPIA
  • Prepare legal documents, handle contracts, and provide legal education to staff

Assistant Director: Bids and Contract Administration

Requirements

  • A three-year Degree or Diploma in Public Administration, Supply Chain Management, Procurement, or Logistics (NQF Level 6 or higher)
  • Minimum 3 years’ relevant SCM experience in Bids and Acquisition Management
  • Knowledge of procurement policies, legislation, and SCM frameworks
  • Strong numeric, interpersonal, and communication skills
  • Computer literacy: MS Word, Excel, PowerPoint, Outlook, and BAS system
  • Ability to work independently and as part of a team

Duties

  • Manage the bid acquisition process and provide administrative oversight
  • Serve as secretariat for Bid Specification (BSC) and Bid Evaluation (BEC) Committees
  • Compile bid reports, submissions, and monthly SCM summaries
  • Assist with Bid Adjudication Committee (BAC) support and documentation
  • Facilitate contract drafting and compliance with Legal Services
  • Ensure supplier payments within 30 days and maintain the Commitment Register
  • Monitor, review, and finalise contract extensions and modifications
  • Respond to audit findings and ensure proper record keeping
